Willard Brooks began attending meetings of the Amateur Athletic Union of Canada, Alberta Branch as a delegate in 1949. In 1956, he proposed the establishment of a provincial Hall of Fame to honour amateur athletes and was given the task of writing its first constitution. This constitution was adopted on September 29, 1957 and so began the Alberta Amateur Sports Hall of Fame. He then wrote the citations for the first four inductees into the Hall of Fame. Willard Brooks served on the executive of the Amateur Athletic Union of Canada, Alberta Branch in various capacities from 1956 to 1962, and in 1968 became the Branch's first life member. That same year, he was given the President's Award for long continuous service.
